This is the single most critical legal basis for any student ID article. Issued as part of the General Guidelines on the Opening of Classes, Section 5(b) of DO 41, s. 2011 explicitly dictates two non-negotiable rules for public schools:

• The “No-Cost” Rule: Identification cards must be provided to all public school students completely free of charge.

• Funding Source: The reproduction, design, and distribution of student IDs must be funded entirely through the school’s Maintenance and Other Operating Expenses (MOOE) budget allocation. Collecting “ID fees” during enrollment is strictly prohibited.

2. The Design Branding Basis: DepEd Order No. 31, s. 2019

While regional offices frequently issue localized implementing memorandums (such as Division Memorandum No. 251, s. 2020), their design boundaries are governed at the national level by DO 31, s. 2019, also known as the Department of Education Service Marks and Visual Identity Manual (SMVIM).

• Visual Standards: This manual provides the official blueprints, color codes, geometric hierarchies, and typography standards for the DepEd Seal and Logo.

• Layout Compliance: Any template floating online that distorts the seal, uses unapproved font families, or misplaces regional branding headers technically violates this national visual identity standard.

3. The LRN Tracker Mandate: DepEd Order No. 22, s. 2012

The inclusion of the Learner Reference Number (LRN) as a primary data element on the front face of a student’s ID card is legally tied to the institutionalization of the Learner Information System (LIS) under DO 22, s. 2012.

• The 12-digit LRN is a permanent unique identifier issued to a student that must be incorporated into official school documents, including the identification card, to streamline security verifications and academic data tracking.

4. The Privacy & Security Safeguard: Republic Act No. 10173

Because a student ID aggregates highly sensitive personally identifiable information (PII)—including home addresses, parent details, contact numbers, and student photos—the creation and usage of these templates are strictly subject to the Data Privacy Act of 2012 (R.A. 10173) and reinforced by the updated enrollment frameworks in DepEd Order No. 017, s. 2025.

• Data Minimization: Layout templates must only showcase necessary security information. Exposing overly sensitive student data on the plain physical face of the ID card without explicit administrative purpose violates basic privacy-by-design principles.
